The Blue book refers to the 1978 CERN report "Design study of a 15 to 100 GeV e+e colliding beam machine (LEP)".[1]

This study is a continuation of a study carried out in 1976, "Physics with very high-energy e+e colliding beams"[2] to address the problems of unstable beam orbits, serious operational and magnet tolerance difficulties, and high construction cost.

The report was later updated in form of the so-called Pink book.
